Restrict Short-Term Rentals to Owner-Occupied Units
There is a shortage of affordable housing in Portland. Vacancy rates are at historic lows and rents continue to set records. When housing is treated as a commodity, Short Term Rental (STR) properties, like those listed on AirBnB and VRBO, take away our long term housing. Returning those units to Portland residents helps us house more people.
What the initiative does:
Eliminates all non-owner-occupied STR units, excluding island rentals;
Increases the annual STR registration fee ($1,000 for mainland; $400 for islands), with fees going to the Housing Trust Fund;
Increases penalties for and strengthens enforcement of violations; and,
Allows the city to revoke STR licenses for repeated violations.
